SOTU From a Dictator

I did not watch Obama's State of the Union address but I did read the transcript and what I noticed was quite disturbing to me. First he prefaced it with a statement saying he will bypass congress whenever he sees the need.

"So wherever and whenever I can take steps without legislation to expand opportunity for more American families, that's what I'm going to do".

He basically seemed to be telling us what he was going to do. Here is another example:

"In the coming months, I'll build on that success by setting new standards for our trucks, so we can keep driving down oil imports and what we pay at the pump".

This is contrary to article 1, section 1 of the constitution.

"All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives".

In short the president does not have the power to make or change laws.

One of the most disturbing examples of this was when he said this:

"So tonight, I've asked Vice President Biden to lead an across-the-board reform of America's training programs to make sure they have one mission:
train Americans with the skills employers need, and match them to good jobs that need to be filled right now.
... And if Congress wants to help, you can concentrate funding on proven programs that connect more ready-to-work Americans with ready-to-be-filled jobs".

That's right, he said "if" congress "wants" to help. He didn't ask congress to pass a law to do this, he said he was going to do it and congress could help "if" they wanted.  He basically reduced congress to volunteer status.

These are not the words of a president of a representative republic but the words of a dictator!
